IBM Canada Subsidiary Opens International Centre of Excellence to Support Information Exchange Between Health Systems
QUEBEC CITY, QUEBEC--(Marketwire - May 27, 2008) - Today, IBM (NYSE:IBM) announced it has created a Centre of Excellence in Quebec City to deliver a solution to facilitate the sharing of critical medical documents between physicians, clinics and hospitals around the world. Artefact Informatique, a division of LGS Group Inc., an IBM company, will be the exclusive global provider of the solution.
The solution acts as a registry and repository for a wide range of diverse documents including lab reports, digital images, and drug profiles. Authorized healthcare professionals can search, retrieve and view documents from their own jurisdictions or other jurisdictions - regardless of where or how originals are stored. It was developed to be easily integrated with Electronic Health Record solutions because it is based on open industry standards such as DICOM, HL7, and XDS.

New National Fund to Support Internationally Educated Nurses - Canadian Nurses Foundation Announces RBC Diversity in Nursing Fund
Administered by the Canadian Nurses Foundation, the RBC Diversity in Nursing Fund will provide bursaries to internationally educated nurses or IENs. These bursaries will subsidize the cost of bridging programs, including language training, enabling IENs to practise in Canada.
"Diversity is definitely a competitive advantage in Canada, and we believe that organizations, cities and businesses that leverage diversity will be more sustainable over the long haul," said Shari Austin, vice-president and head, Corporate Citizenship, RBC. "Nursing is critical to Canada's health-care system, which is why RBC is honoured to provide this $25,000 donation to the Canadian Nurses Foundation to establish the RBC Diversity in Nursing Fund."
In 2006, IENs represented 7.5% of Canada's registered nurses, or 19,836 nurses, with the number of IENs applying for licensure increasing three-fold in many jurisdictions in recent years. Agfa HealthCare chosen to drive New Brunswick e-Health Program
Diagnostic imaging repository powered by Agfa HealthCare gives healthcare providers secure access to vital patient information, regardless of location
Toronto, Ontario – 25 March 2008 : Agfa HealthCare, a leading provider of IT-enabled clinical workflow and diagnostic imaging solutions, announces today it has been chosen as the vendor of choice by New Brunswick to deliver a Diagnostic Imaging Repository (DI-r). The agreement is a of major step forward for the province as it leaps forward with its e-Health strategy – One Patient One Record – which will provide the infrastructure and functionality required to capture, store, view and link relevant patient information for its 740,000 residents.
New Brunswick has partnered with Canada Health Infoway, which is contributing $18.2 million to the project, with the remaining $17.7 million coming from the province. The province expects to implement its One Patient One Record system during the next three years.
Working with IBM, who will provide consulting and implementation services for the project, Agfa HealthCare will create a Diagnostic Imaging Repository. This Diagnostic Imaging Repository is based on its IMPAX Data Center concept for consolidating a patient’s images and reports into a central system. The information can be retained for a patient’s lifetime, and is available in a standardized format, for the use of authorized clinicians. Doctors, nurses and technologists will have secure log-in access to relevant prior patient images, regardless of where they were acquired. Not only will the repository help clinicians make informed decisions about a patient’s care, healthcare facilities can also expect to significantly reduce costs and redundancies, such as the duplication of imaging exams due to lost paper files.

New Centre to support Canadian Health Innovations
The new centre will build on the resources, talent, and commitment of the Conference Board and CHIP to make Canada a world leader in the development and
commercialization of health innovations.CAHI will adopt a global perspective in identifying and exploring the applicability of best practices to Canada and Canadian industries. To this end, the centre will have an International Advisory Panel chaired by Henry Friesen, founding president of the Canadian Institute of Health Research and
founder of CHIP. This panel will be made up of world leaders in health innovation who bring with them a vast wealth of experience and knowledge. The inaugural meeting of this policy centre will take place on March 31-April 1, 2008 in Toronto.

IBM Opens New 3D Virtual Healthcare Island on Second Life
ORLANDO, FL. – February 25, 2008 – IBM debuted at HIMSS®08 its newest island in Second Life: IBM Virtual Healthcare Island. The island is a unique, three-dimensional representation of the challenges facing today’s healthcare industry and the role information technology will play in transforming global healthcare-delivery to meet patient needs.
The island supports the strategic healthcare vision that IBM released in October2006, entitled, Healthcare 2015: Win-Win or Lose-Lose, A Portrait and a Path to Successful Transformation. The paper paints a picture of a Healthcare Industry in crisis – of health systems in the United States and many other countries that will become unsustainable by the year 2015. To avoid “lose-lose” scenarios in which global healthcare systems “hit the wall” and require immediate and forced restructuring, IBM calls for what it defines as a “win-win” option: new levels of accountability, tough decisions, hard work and focus on the consumer.
The IBM Virtual Healthcare Island is designed with a futuristic atmosphere and provides visitors with an interactive demonstration of IBM’s open-standards-based Health Information Exchange (HIE) architecture. Working with project leads in the U.S., the island was designed and built by an all-IBM-India team.
Starting from the patient’s home, they create their own Personal Health Records (PHRs) in a secure and private environment and watch as it is incorporated into an array of Electronic Medical Record (EMR) systems that can be used at various medical facilities. As they move from one island station to the next, they experience how the development of a totally integrated and interoperable longitudinal Electronic Health Record (EHR) is used within a highly secured network that allows access only by patient-authorized providers and family members.
Patient avatars arrive and are welcomed at the Central Park and then visit a Central Information Hub, where IBM’s view of the healthcare industry and the power of information technology to transform it are presented. An amphitheater on the Hub’s second floor provides an area that can support virtual meetings, complete with a large video screen and accompanying slide presentation on IBM’s HIE architecture and the positive impact that this technology can have in the transformation of the Healthcare Industry.
Visitors can then walk, fly or use transporters to visit the various island stations:
• The Patient’s Home: In the secure environment of a private home, patient avatars can initiate a PHR and populate it with their personal health characteristics and clinical history, accessed and downloaded from physician EMR data. They can also establish privacy and security preferences as well as health directives. The ground floor demonstrates secure messaging with providers and activates the initial PHR. Using a transporter to move upstairs, patients use home health devices to take weight, blood pressure and blood sugar readings in the privacy of a bedroom, further incorporating this information into the PHR, which is shown on presentation screens.
• The Laboratory: This stop offers laboratory and radiology suites to help avatars extend their understanding of the benefits of HIE. Here, patients can check in at a Patient Kiosk and have blood work and radiology tests performed. The use of EHRs – revealing only appropriate portions of the PHRs -- shows how consumers can also benefit through cost and time savings.
• The Clinic: Patient avatars transport or walk from the Lab to the Clinic, where a welcome from their primary-care physician awaits. A combination of scripting and information screens supports simulation of a patient exam, after which an electronic prescription is generated, and the continued development of the EHR is explained on nearby screens.
• The Pharmacy: Here, avatars can check in at a Patient Kiosk that simulates the verifying of drug information. They then receive their prescriptions and update their PHRs/EHRs with new medication data. The HIE architecture demonstrates how use of PHR/EHR technology can prevent consumers from purchasing medications that are contra-indicated given the medicines they presently require, as well as alerting them about potential drug-to-drug interactions. The PHR/EHR is again updated.
• The Hospital: In this futuristic, three story structure, avatars arrive for a scheduled visit with a specialist. Physicians’ offices, patient rooms and exam rooms are all simulated here.
• The Emergency Room: Avatars can chose to experience a virtual emergency by “touching” a specially scripted control. This engages a medical episode and a ride on a fast gurney directly into the private and secure emergency treatment area, where a special screen is programmed to reveal the full incorporation of the PHR to ensure proper treatment.

The island allows each healthcare stakeholder to envision how the total system can be affected by intercession at each juncture of the healthcare delivery process. Agfa, Sun and ICW join Open eHealth Foundation, an Open Source initiative.
Orlando/FL, February 26, 2008 –The Open eHealth Foundation announced that Agfa HealthCare, eHealth specialist InterComponentWare (ICW), and Sun Microsystems, Inc. have joined as foundation members of the new Open eHealth Foundation, an Open Source initiative. The Open eHealth Foundation will provide software components under an Open Source license that will boost the open standards-based exchange of medical information.
The eHealth market growth is driven by growing challenges to healthcare systems in industrialized societies, as well as new medical information and communication technologies. Recent research suggested that the eHealth industry has the potential of a global budget of 73 to 88 bn US$1. In order to capitalize on this huge market potential and to improve medical care, interoperability of electronic medical records and personal health records by different vendors is critical.
The founding members of the Open eHealth Foundation have recognized the necessity to:
- Create a worldwide community-driven software development platform to speed up the digitization of the healthcare industry.
- Enable members and healthcare organizations to create compelling solutions based on existing global clinical and administrative standards, and increase interoperability with a wide array of third-party components and platforms.
The Open eHealth Foundation is open for additional members who want to participate in the joint effort of promoting an open, consensus-based healthcare industry forum. While the eHealth framework of the foundation is available for all interested parties, formal members of the foundation may actively participate in the future development of the strategy and roadmap of the initiative.
Three levels of membership are available: (1) Contributing members can add their components to the Open Source code base of the foundation; (2) Participating members can own projects in the foundation and are represented in the board through a fixed number of directors; and (3) Promoting members who have a high level of influence on the direction of the foundation due to their significant involvement. Membership negotiations with leading healthcare IT providers are currently underway.

Survey Identifies Gap between What Technology and Services Consumers Expect and What’s Currently offered by Health Care Providers
Greater access to medical information online is among the services in high demand. Nearly 80 percent of health care consumers are interested in having their physicians provide online access to medical records and test results; as many as one-fourth (26 percent) are willing to pay extra for these additional services.
More than 93 percent of consumers surveyed say they are not well prepared for future health care costs, making sensitivity to the cost for care increasingly important. Consumers are interested in using online tools to shop around to compare prices and the quality of care provided by their health care providers. They are interested in visiting physician (65 percent) and hospital (62 percent) Web sites to research the price of services offered. Consumers surveyed are also interested in visiting physician (67 percent) and hospital (64 percent) Web sites to research the quality of care offered.
The “2008 Survey of Health Care Consumers,” a representative poll of more than 3,000 Americans between the ages of 18 and 75, was conducted by the

In the last 24 months, 21 percent have purchased prescription medication online or by mail; 37 percent say they might do so in the future. Sixteen percent have already used a retail clinic, and 34 percent say they might do so in the future.

- More than 70 percent of consumers want their hospitals to provide online access to their medical record and test results; 1 in 4 would pay more for this service
- 1 in 4 consumers say they maintain some kind of personal health record; 46 percent would be willing to use a software program or Web site to create a personal health record
- 83 percent of consumers are interested in same-day appointments with their physicians; 1 in 4 (26 percent) would pay more for this service
- Nearly 3 out of 4 want physicians to provide online services to schedule appointments; 18 percent would pay more for this service
- 3 out of 4 of consumers are interested in e-mail access to their doctors; nearly 1 in 4 would pay more for this service
- 88 percent of consumers want expanded use of in-home monitoring devices and online tools that would reduce the need for visits and allow individuals to be more active in their care
In addition, the survey revealed the consumer health care market is not homogenous; key distinctions exist within different groups. An analysis of the data found that respondents fell into six discrete segments:

Brooklyn RHIO names IT vendor

MEDEC TO LAUNCH NEW IMAGING SECTOR WITH INDUSTRY LEADER
Toronto (January 30, 2008) – In a move demonstrating industry stewardship, Philips Healthcare, a Canadian leader in medical imaging and patient monitoring systems, has joined MEDEC, the national industry association representing Canada’s medical device technology companies.
This move also marks the imminent launch of the MEDEC Imaging Sector, which will address issues that affect patient access to imaging technologies, such as Magnetic Resonance Imaging (MRI) and computed tomography.

Telehealth Up and Running in All Rural Yukon Communities
"Today, every Yukon community has the ability to link through the Yukon Telehealth Network to provide increased health services and supports within that community," Cathers said. "This is a true feat of technology. The contribution from Canada Health Infoway and the hard work of dedicated people over the past number of years ensured that today arrived."
The minister used the Diabetes Education Centre as a good example of how telehealth works.
"Individuals diagnosed with diabetes are not always able to travel to Whitehorse on a regular basis for training or support. The Diabetes Education Centre staff can connect with their clients in the communities through the telehealth network in the rural health centres to provide one-on-one sessions. This means that people don't have to leave their communities to get the services they need," Cathers added.
"Telehealth increases access to care for those from remote and isolated communities," Canada Health Infoway President and CEO Richard Alvarez said. "Today we are celebrating a real milestone for residents of all Yukon communities who, thanks to technology, now have increased access to much needed health care."
The Yukon Telehealth Network began in 2002. Old Crow, Dawson City, Mayo, Haines Junction, Watson Lake and Whitehorse were the initial communities; followed by Beaver Creek, Destruction Bay, Carmacks and Pelly Crossing. Communications technology has continued to improve where today telehealth can be implemented in all Yukon communities. Canadian First: Pharmacists and Physicians Exchanging Medical Data Stored In Patients' Electronic Medical Records
Working so collaboratively with primary care physicians at Group Health Centre means pharmacists now have accurate and comprehensive medical data on the patients they care for, which will help reduce adverse medical events.
"With access to GHC's electronic records, pharmacists in Sault Ste. Marie are now able to fully collaborate with physicians and the rest of the provider team and resolve drug-related issues more effectively and efficiently for their patients," said Ken Burns, pharmacist and chair of the Ontario Pharmacists' Association.
"The addition of pharmacists is a natural and long overdue component of the circle of care. This program enables me to make better use of the expertise provided by pharmacists, make more efficient use of my time and hopefully, provides a more convenient and effective patient experience," said Dr. Lewis O'Brien, Family Physician, Algoma District Medical Group, Physician Lead, EMRxtra Project.
Launched in August 2006 as a pilot project with 300 patients, EMRxtra is one of more than 240 initiatives across Canada that are uncovering efficiencies throughout the country's health care system by digitizing the information flow. These projects will also save money, help reduce the number of adverse medical events and improve patient safety.
EMRxtra is supported by a $2 million investment from Canada Health Infoway.

Pharmacist and Patient Access to Medical Records will Improve Healthcare in Sault Ste-Marie

Through the Group Health Centre's Electronic Medical Record, healthcare providers will share information about patients with pharmacists. The Electronic Medical Record, established several years ago, has already been valuable in sharing information amongst healthcare providers and will now be extended to include pharmacists, in an initiative called EMRxtra. The information will be shared in a secure manner and will require patient consent.
"This project demonstrates how technology facilitates the rapid exchange of information," said federal Health Minister Tony Clement. "Our investments in Canada Health Infoway are harnessing the power of information technology to increase productivity, enhance safety, improve information sharing, and deliver better, more timely access to care for all Canadians, no matter where they live."
"We're pleased to help support this initiative which will not only help to improve the quality of care for patients of the Group Health Centre, but can also serve as a model for improving healthcare in Canada," said Richard Alvarez, Infoway's President and CEO. Infoway is investing $2 million in EMRxtra.
"The Group Health Centre is a well-known leader and pioneer in primary care delivery and in the utilization of technology by a multidisciplinary team. This innovative program will allow us to expand our existing circle of care to integrate pharmacists into our programs," said Group Health Centre's Interim COO Teresa D'Angelo.
With the permission of participating patients, pharmacists will be able to access patient drug profiles, current lab test results; clinical intent of prescribed medications and the patient's care plan.
Over 20 pharmacies will participate in EMRxtra, which includes 40 to 50 pharmacists. The project will first be used with a pilot group of several hundred patients and then be extended to all GHC 60,000 patients.
Pharmacists, who are considered to be trusted and accessible health care providers in the community, provide a significant contribution to primary care delivery particularly in the area of chronic disease and medication management. Studies have shown that pharmacist interventions in collaboration with physicians are very effective in cases of patients with chronic diseases.
